Issued under the FAO (Food and Agriculture Organization) coinage program, which throughout the 1970s and 1980s enlisted developing nations to mint coins carrying agricultural themes as a form of soft diplomacy and rural development messaging. Tonga participated across multiple denominations. Taufa'ahau Tupou IV, who reigned from 1965 until his death in 2006, oversaw a period of cautious modernization in Tonga's economy, with the National Reserve Bank established only in 1989 — meaning earlier strikes in this series predate the very institution now credited as issuer.
