The Uralsk Regional Government was one of dozens of short-lived regional authorities that issued emergency scrip during the Russian Civil War, when the Bolshevik seizure of central banking infrastructure left peripheral territories scrambling for circulating currency. Uralsk, sitting on the Ural River in what is now western Kazakhstan, was controlled by the Ural Cossack Host — a fiercely anti-Bolshevik force that maintained intermittent independence until its military collapse in 1920.
Notes from this issuer were produced under chaotic conditions and circulated in a region that changed hands repeatedly. Survival rates for the entire S957 series are low, not from deliberate destruction but from the simple attrition of a population that had little reason to preserve worthless scrip after the Host's defeat.
