The Sakhalin Oblast People's Revolutionary Committee was a short-lived Soviet administrative body operating in the chaotic interval between Japanese occupation and consolidated Bolshevik control over Sakhalin Island. These notes were issued in 1920 during that unstable transitional period, when the island's political future was genuinely unresolved — Japan would not fully withdraw from northern Sakhalin until 1925.
Survival rate is low. Remote issuance, small print runs, and the subsequent absorption of the region into the RSFSR meant most of these notes were redeemed, discarded, or simply lost. Pick S1278 is among the scarcer Far Eastern Revolutionary issues of the period.
