The Provisional Government of the Northern Region — commonly called the Chaikovskiy Government after its chairman, the veteran Socialist-Revolutionary Nikolai Chaikovsky — controlled Arkhangelsk and its surrounding territory from August 1918 under the protection of Allied intervention forces. This 5 Rouble note belongs to a series that was subsequently cancelled by perforation, almost certainly during the chaotic Allied withdrawal in early 1920, when the anti-Bolshevik administration collapsed and unissued currency stocks were rendered void rather than left intact for Soviet recovery.

Perforated cancels on these notes are the rule, not the exception. Uncancelled examples are the ones requiring explanation.
