Mineralnye Vody, a railway junction town in the northern Caucasus, became one of hundreds of Russian localities forced to issue their own scrip during the currency collapse of 1917–1918. The central government's notes had effectively ceased to circulate reliably in the provinces, and municipal administrations — whatever their political allegiance at any given week — printed what they needed to pay workers and conduct local trade.
The S-prefix in the Pick reference places this squarely in the vast and poorly documented world of Russian civil war local issues, many of which were produced on whatever printing equipment happened to be available. Survival rates vary wildly by locality; Mineralnye Vody examples appear infrequently in Western auction records.
