The Volga-Kama Commercial Bank was one of the older joint-stock commercial banks in the Russian Empire, founded in 1870 in Kazan. By 1918, the Grozny branch was operating in a region where central authority had completely collapsed — the North Caucasus became a patchwork of competing governments, White armies, and local Bolshevik soviets, each issuing their own emergency paper. This note is a product of that vacuum, printed locally to address an acute shortage of small-denomination currency rather than any considered monetary policy.

The perforation security feature is characteristic of hastily produced provincial issues of this period, where sophisticated printing equipment was unavailable.
