The Far Eastern Republic was a short-lived buffer state established in April 1920, engineered by Moscow to avoid direct military confrontation with Japan along the Pacific coast. Nominally independent, it was a Soviet political construct — the Bolsheviks needed a non-communist facade to keep Japanese forces from pushing further west. Its currency reflected that awkward position: real banking infrastructure barely existed, and these notes circulated alongside a chaotic mix of Siberian, Provisional Government, and foreign issues.
The FER was absorbed into Soviet Russia in November 1922, and its currency was rendered worthless almost immediately. Notes that didn't burn or rot in the Far Eastern climate survived largely by accident.
