The Altai Provincial Union of Workers' and Peasants' Consumer Societies was one of dozens of cooperative organizations across Siberia that resorted to issuing their own surrogate currency during the early 1920s, when the collapsing Soviet ruble left provincial trade essentially without a functioning medium of exchange. These cooperative bon notes — not state money, but scrip redeemable within the issuing organization's own network of stores — filled a gap that Moscow could not yet plug this far east.
The hand stamp serving as the primary security feature tells you something about the production conditions: validation by rubber stamp was a practical necessity, not a design choice. 1923 was the year the Soviet monetary reform began consolidating exactly these kinds of local instruments out of existence.
