The 1947 Soviet currency reform was one of the more punishing monetary resets of the postwar period. Notes were exchanged at 10:1 against old Stalinist-era currency, effectively wiping out savings accumulated during the war years — a deliberate measure aimed at mopping up the inflated money supply and, not incidentally, at eliminating black market profits. This 5-rouble issue was part of that reform package, the first major overhaul since the early 1930s.

The "15 scrolls" designation distinguishes this from a later printing variant within the same year — a detail that matters to specialists tracking the series. Print volume of just over 12 million is relatively modest for a Soviet circulation note of this period.
