Obverse description At center, the national emblem of the Sultanate of Oman comprising a khanjar (ceremonial dagger) within its sheath superimposed upon two crossed swords, all rendered in high relief. The emblem is surrounded by a circular legend in Arabic along the upper arc and Latin script along the lower arc, with the denomination expressed in both Arabic numerals and Eastern Arabic numerals in the field.

Issued to mark the 25th National Day of Oman in 1995, commemorating Sultan Qaboos bin Said's assumption of power in July 1970 following the palace coup that deposed his father, Said bin Taimur. The elder sultan had ruled with extreme fiscal conservatism — roads, schools, and hospitals were largely forbidden — leaving Oman one of the least developed nations in the region despite oil revenues. Qaboos reversed course immediately. The Burj Al Sahwa, the Clock Tower complex in Muscat, became one of the more visible architectural symbols of that transformation.
