This 1931 pattern was never approved for circulation. The Weimar government commissioned several commemorative designs that year as part of broader discussions about reforming the 5 Reichsmark series, but political instability and the deepening economic crisis of the early Depression meant most proposals died in committee. Vom Stein's association with Prussian reform made him a politically charged choice by 1931, as the Nazi party's rise was already reshaping which historical figures the right and center could agree to honor.

Patterns of this type were struck in extremely limited numbers at the Berlin Mint for ministerial review. Few left official hands.
