Issued to mark the 1978 summit of the Organisation of African Unity, hosted in Khartoum. Sudan under Nimeiry was positioning itself as a continental diplomatic broker during a period when the OAU was fractured over the Western Sahara dispute and recognition of the SADR. Piedfort production was almost certainly contracted to a European mint — likely the Franklin Mint, which handled numerous African commemorative programs in this period — rather than struck domestically.
