Saint Helena and Ascension operated as a single British Overseas Territory until 2009, when Ascension Island was administratively separated. This coin was issued three years into that new arrangement, during a period when the territory's identity — long defined almost entirely by its remoteness and its role as Napoleon's final prison — was being renegotiated in constitutional and practical terms.

The island's postal and coinage programs have historically been among its few revenue-generating activities, a consequence of an economy with almost no export base and a population that peaked around 5,000.
