Gibraltar's issuing authority produced a substantial run of commemorative five-pound pieces through the early 2000s, licensing Olympic themes for coins that had no direct connection to the host nation. Japan received no royalties, and Gibraltar sent no athletes to Athens — the 2004 Games were held in Greece, not Japan, making the attribution on this piece either a forward-looking reference to Tokyo's then-active bid or a straightforward cataloging error that has never been formally resolved.
