Cairo International Stadium opened in 1960, built with Soviet technical assistance as part of Nasser's broader infrastructure push during the UAR period. The 25th anniversary issue in 1985 fell squarely under Mubarak's early presidency, when commemorative silver coinage was being used with some regularity to mark nationalist milestones. Egypt's .720 silver standard for these mid-1980s commemoratives is notably below sterling, a deliberate cost-containment choice that kept face value and metal value from diverging too sharply during a period of chronic foreign currency pressure.
