Emmendingen's municipal treasury issued this 5 Pfennig note in 1917, when the German wartime metal shortage had stripped small denomination coins from everyday commerce almost entirely. Thousands of German towns and municipalities printed their own Kleingeldersatz — small change substitutes — during this period, and Emmendingen was among the more modest participants, producing functional emergency notes rather than the elaborately decorated Serienscheine that collector-oriented towns were already commissioning by that same year.
At roughly postage-stamp dimensions, these notes wore out quickly in trouser pockets and market transactions. Intact survivors in decent condition are harder to source than the issue volume might suggest.
