Kelheim's 1917 zinc notgeld issue belongs to the first wave of German municipal emergency coinage, authorized after the Imperial government began requisitioning copper and nickel for war production. Small municipalities like Kelheim — a modest Bavarian town at the confluence of the Altmühl and Danube — were left to devise their own fractional coinage solutions as federal supplies collapsed. The reeded edge on a piece this size is an unusual choice, suggesting local die work of some ambition.
