Brake an der Unterweser is a small port town on the Weser estuary, and this 1917 Sparkasse issue belongs to the enormous wave of municipal Notgeld that flooded Germany after the Reichsbank's coins disappeared into hoarding and metal drives during the war. The chronic shortage of small change by mid-1917 was severe enough that even minor savings institutions — not just city governments — were authorized to plug the gap locally.
The guilloche underprint is a nod toward security on a note too small and too temporary for anyone to bother counterfeiting.
