The design retains the original Treasury Certificate layout of the Series No. 66 issue, with ornate guilloche borders framing the central field.

Reverse description Yellow intaglio-printed guilloche ground with ornate floral and scroll border work, numeral 5 at left and right margins, and denomination panels reading FIVE PESOS at top corners and base centre. A large black overprint reads VICTORY across the centre field, with CENTRAL BANK in red at top and OF THE PHILIPPINES in red below, affirming the transition to Central Bank authority.
