Part of Cuba's broader series commemorating the 1980 Moscow Olympics, this issue appeared a full year after the Games concluded — a production lag common to Cuban commemorative programs of the period, which frequently minted pieces both before and after the events they marked. Cuba was one of the few nations to compete in Moscow without political interference, as the U.S.-led boycott found little sympathy in Havana.
