Colombia hosted the 6th Pan-American Games in Cali in July 1971 — the first time the event had been held in that country. The games were a major organizational undertaking for a nation that had spent much of the previous decade under the political arrangement known as the Frente Nacional, and the commemorative coinage was part of a broader effort to project stability and international standing. Nickel clad steel was chosen over silver, a practical concession to rising metal costs and the coin's intended circulation role rather than shelf life as a collectible.
