Cuba's 1984 commemorative program leaned heavily on international themes to generate hard currency through foreign coin collectors — the island had virtually no domestic collector market capable of absorbing silver issues at the time. These were sold abroad, priced in dollars, while ordinary Cubans used the parallel peso system for daily transactions.
