The "Patria y Libertad" motto places this issue within Cuba's recurring commemorative silver program of the 1980s, during which the Casa de la Moneda produced numerous piedfort and pattern strikes for the international collector market — a significant hard-currency revenue stream for the Castro government at a time when the U.S. embargo had long strangled conventional export income. Trial strikes from this program were produced in strictly controlled quantities, with many never entering general distribution channels at all.
