Paraguay's public debt administration was issuing currency by 1899 because the country's banking infrastructure had effectively collapsed in the aftermath of the War of the Triple Alliance — a conflict that had killed a catastrophic proportion of the male population and left the state treasury hollow for decades. The Administración de la Deuda Pública filled the vacuum, issuing notes as a quasi-fiscal instrument to manage obligations that a conventional central bank simply did not exist to handle.
ABNC's engraved work on this series is characteristically fine. The watermark is the sole mechanical security feature — thin protection for a note circulating in an economy with limited means to verify it.
