Cuba's commemorative silver program of the 1980s was largely export-driven — these pieces were struck for foreign collectors and hard-currency sales, not domestic circulation, at a time when the U.S. embargo made dollar-denominated foreign exchange critical to Havana's finances. The discus thrower issue belongs to a run of Olympic-themed coins produced ahead of the 1984 Los Angeles Games, which Cuba ultimately boycotted in solidarity with the Soviet-led bloc.

The boycott renders the sporting subject quietly ironic.
