ARTÍCULO 1° — Establécese un Régimen Extraordinario de Compensación de Créditos y Deudas recíprocas, líquidas y exigibles entre los particulares y el Estado Provincial, el que tendrá vigencia hasta el 31 de Agosto de 1995.
ARTÍCULO 2° — El Régimen de Compensación instituido en el artículo anterior alcanza a las personas físicas o de existencia ideal que registren deudas vencidas al 31 de Julio de 1995, en concepto de impuestos, tasas, contribuciones, servicios y amortizaciones de créditos sobre inmuebles, con:
a) Dirección General de Rentas; b) Servicios Eléctricos Sanjuaninos Sociedad del Estado; c) Obras Sanitarias Sociedad del Estado.
d) Dirección de Habitación; e) Dirección de Tránsito y Transporte; f) Instituto Provincial de la Vivienda.
ARTÍCULO 3° — Dispónese la creación del 'Certificado de Crédito Fiscal', en adelante CRET, el que deberán contener:
1) En el Anverso: a) Nominación Gobierno de la Provincia de San Juan; b) La denominación del Título: Certificado de Crédito Fiscal; c) Particular al Portador; d) Valor nominal en Números y letras.
2) En el reverso: a) La parte pertinente del texto facultativo del presente Decreto Acuerdo.
ARTÍCULO 4° — Apruébase la emisión de Certificados de Crédito Fiscal por un monto de PESOS TREINTA Y CUATRO MILLONES ($ 34.000.000)...

San Juan's provincial scrip issue of the mid-1990s belongs to the broader phenomenon of Argentine quasi-currencies — bonos and patacones — that proliferated when provincial governments, cut off from federal transfers and unable to service payrolls, began printing their own circulating obligations. San Juan was among the provinces that did so in the 1990s, well before the 2001 crisis made such instruments infamous nationally. These notes were legal tender for provincial taxes and fees, which gave them enough local credibility to circulate at or near par within the province.

The P#S2653 designation places it firmly in the provincial emergency issues catalogued separately from Banco Central series — collector interest remains steady but modest.
