Jersey's small-denomination coinage during this period was administered by the States of Jersey Treasury, one of the few Crown Dependencies to maintain fully independent coinage rights outside the Royal Mint's direct production authority. The 4th portrait of Elizabeth II, modeled by Ian Rank-Broadley, was adopted across British and British-associated coinage from 1998 onward following the phased retirement of the Raphael Maklouf effigy. Rank-Broadley's submission had originally been rejected in an earlier selection round before being reconsidered.
