Finland in 1878 was an autonomous Grand Duchy under the Russian Empire, and the Bank of Finland's authority to issue notes denominated in markkaa — rather than roubles — was a carefully negotiated privilege, not a given. The markka had been pegged to the French franc-based Latin Monetary Union standard since 1865, giving Finland a currency effectively independent of Russian monetary policy in practical terms.
P#A43 is among the earlier small-denomination issues under the markka system. The "A" prefix in the Pick reference signals a provisional or early classification, reflecting how thinly documented this particular series remains in the standard literature.
