Blaubeuren was a small administrative district in Württemberg, and emergency money issued at the Oberamtsbezirk level represents some of the most locally specific Notgeld produced during Germany's post-WWI crisis period. District-level issues like this one were authorized under desperate circumstances — municipal and regional authorities scrambling to fill the vacuum left by chronic small-denomination coin shortages and, later, accelerating inflation.
Paper Notgeld from Oberamtsbezirk issuers tends to survive in better condition than circulated Reichsbank material simply because much of it was redeemed quickly or saved by collectors almost immediately upon issue.
