Holzminden is a small town on the Weser River in Lower Saxony, and this note belongs to the vast wave of German municipal Notgeld issued during the inflationary dislocation of 1921 — before hyperinflation proper took hold the following year. Gebrüder Jänecke of Hannover was one of the more prolific regional printers of such material, producing emergency currency for dozens of municipalities across northern Germany during this period.
The single signatory "Leep" almost certainly represents a municipal treasurer or burgomaster signing on behalf of the city administration — not a bank official.
