Malta achieved independence from Britain in 1964 but retained close defense and financial ties that constrained its economic policy for nearly a decade. The 1972 specimen issues were produced as the Mintage Authority was establishing the Malta Farthing series under the Central Bank of Malta, which had only been founded in 1968. Specimen strikes from this transitional period were distributed to central banks and select institutions rather than circulated.
The copper composition places this among the lower-denomination proof-format pieces of the set, struck at the British Royal Mint under contract.
