Issued under the Central Bank of Malta's commemorative program during a period when Malta was asserting its non-aligned foreign policy under Dom Mintoff's successors, the 1985 five-lira silver belongs to a series designed to generate hard currency revenue through collector sales rather than circulation. These pieces were sold directly to international numismatic distributors and rarely, if ever, passed through Maltese commerce.
