Malta joined the United Nations in 1964 and spent much of the following two decades cultivating a policy of strict neutrality — a position enshrined in the 1974 constitution. The 1986 silver Liri issues were struck during Dom Mintoff's long political shadow, a period when Malta was simultaneously courting Libya, the Soviet Union, and Western Europe for economic leverage. The Knights of Malta reference is historically loaded: the Order had governed the islands from 1530 until Napoleon expelled them in 1798, and invoking that imagery in the mid-1980s carried deliberate weight about Maltese identity distinct from its colonial British past.

KM#84 was produced at the Royal Mint, Llantrisant.
