Struck in the lead-up to USA '94, this is one of several issues Malta produced for the tournament — a small island nation with no realistic prospect of qualifying, but a mint program eager to capture collector revenue from a global event. The World Cup commemorative market was saturated by 1993, with dozens of issuing authorities producing silver rounds of near-identical weight and fineness to capture the same buyer.
KM#107 is the silver proof issue; Malta also struck a gold companion piece that year.
