The Kronstadt Republic was a short-lived autonomous commune of sailors and workers at the Baltic Fleet base, operating in effective defiance of both the Provisional Government and, later, the Bolsheviks. Local scrip issued there in 1917 reflects the practical breakdown of central monetary supply rather than any formal monetary policy — Kronstadt simply ran out of small-denomination coinage along with most of the rest of Russia.

The kopeck denominations from this issuer are among the more obscure survivors of Russia's chaotic local scrip period, and attributions in early catalogs were sometimes inconsistent due to the base's complicated political status.
