This note belongs to the first Soviet small-denomination paper currency series, issued because the metal required for low-value coinage was still in short supply during the early years of NEP recovery. The Soviet state mint could not yet produce coin in sufficient volume, so the Treasury printed these fractional notes as a stopgap — effectively paper coins, officially described as "postage stamp money" in the enabling legislation, though they bear no postal connection.
The 1924 series was short-lived by design. Once coinage production normalized, these notes were withdrawn rapidly, which means genuinely circulated examples with honest wear are harder to find than clean ones.
