This example from Sihong County, Jiangsu, was issued by a Direct Supply Station — a procurement and distribution tier one step below the county grain bureau itself, typically serving state enterprise workers or specific urban work units rather than the general rural population.
By 1987, the national grain rationing system was already being dismantled in coastal provinces. Jiangsu's interior counties like Sihong lagged behind that transition, continuing to issue unit-specific coupons even as free markets expanded around them.
