Ukraine hosted the OSCE Parliamentary Assembly's annual session in Kyiv in July 2007, one of the more significant multilateral diplomatic gatherings the country had staged since independence. The coin was issued to mark that event — a relatively routine commemorative practice for the National Bank of Ukraine, which by 2007 had developed one of the more prolific commemorative programs among post-Soviet states.
