Wolfern is a small parish municipality in the Steyr-Land district, and this note is a product of the acute small-change shortage that gripped Austria during and immediately after the First World War. With metal coinage disappearing from circulation — hoarded, melted, or simply unproduced — thousands of Austrian municipalities issued their own Notgeld in tiny denominations to keep local commerce functioning. Wolfern's 5 Heller is among the most modest examples of this phenomenon, both in denomination and physical scale.
Signed by Bürgermeister Edlmayr, whose tenure anchors the note to a specific local administration rather than an anonymous bureaucracy.
