Haiti's shift to brass-plated steel for this denomination reflected chronic fiscal pressure on the central bank through the 1990s, compounded by the international embargo imposed following the 1991 military coup against Jean-Bertrand Aristide. Solid brass was no longer a viable option when foreign exchange reserves were under sustained strain.
The plating on circulated examples frequently shows steel exposure at the high points — a known characteristic of the type, not a strike flaw.
