Reverse description The reverse is entirely text-based, divided into two columns of Cyrillic letterpress text on plain paper. The left column details the conditions under which the transport certificates are accepted as payment in state transport institutions and their exchange rate provisions. The right column carries the heading «Выписка из декрета Совета Народных Комиссаров» and reproduces the relevant decree authorising the People's Commissariat of Ways of Communication to issue interest-free bearer obligations up to 5 million gold roubles, redeemable by 1 March 1924.

The NKPS — People's Commissariat of Railways — issued these transport certificates in gold rouble denominations during 1923 as part of a broader Soviet effort to stabilize exchange value during the hyperinflationary collapse of the sovznak. Rather than being a general-circulation banknote, this was a quasi-fiscal instrument: intended for use within the railway payment system, theoretically pegged to gold, and part of the transitional monetary patchwork that preceded the full introduction of the chervonets-anchored currency reform.

The NKPS series is one of several commodity-ministry certificates from this period, alongside those issued by sugar trusts and consumer cooperatives. Gold-denominated, but redeemable in increasingly fictional terms.
