This piece belongs to a wave of novelty issues produced by the Democratic Republic of Congo in the late 1990s, a period when the newly renamed state under Laurent-Désiré Kabila was licensing its coinage rights to private minting intermediaries — effectively selling the authority to strike legal tender to generate hard currency revenue. The coins themselves rarely circulated domestically.
