This is a licensed fantasy strike — the Banque Centrale du Congo issued this piece under a series of collector coins bearing portraits from foreign monarchies with no actual connection to Congolese monetary history. Queen Wilhelmina abdicated in 1948 and died in 1962, decades before this coin existed. The series exploited the legal framework allowing the DRC to authorize non-circulating legal tender for the collector market, a revenue mechanism common among smaller issuing authorities in the 1990s.
