This is a licensed fantasy strike — the "Banque Centrale du Congo" issue bearing Dutch regal coinage branding has no connection to any circulating Congolese monetary series. Pieces like this were produced in bulk during the late 1990s for the collector novelty market, trading on the visual authority of established European coinage types while carrying the name of an issuing authority with limited oversight of its own licensed issues.
