Obverse description At center, a finely detailed effigy of a roaring lion's head facing left, set within a raised inner circle. Surrounding the inner circle, the legend REPUBLIQUE DEMOCRATIQUE DU CONGO arcs around the field. The outer border bears the issuing authority BANQUE CENTRALE at top and the denomination 5 FRANCS at bottom, all separated by four six-pointed stars. The split date 19-99 appears on either side of the outer legend.

Reverse description Within a raised inner circle, a multicolor portrait of Queen Elisabeth of Belgium is depicted in three-quarter bust, wearing a cap and formal attire. To the left of the portrait appears a multicolor royal crown, and to the right a multicolor Belgian lion heraldic shield. The inscriptions LA REINE DES BELGES arc above the portrait within the inner circle, and ELISABETH 1876-1965 appears below. The outer border carries the series legend MAISONS ROYALES D'EUROPE DES SIECLES DERNIERS reading around the full circumference.
