Secours National was a French relief organization refounded in 1939 and subsequently co-opted wholesale by the Vichy regime, which used it as one of several vehicles for wartime social propaganda. These small-denomination vouchers were issued as part of wartime charitable fundraising, effectively functioning as collectible receipts for donations rather than currency proper — they circulated in a grey zone between token and banknote.

Not printed by Banque de France facilities. The Vichy connection has made certain Secours National material politically charged among French collectors, and provenance sometimes matters to buyers in ways that condition does not.
