San Marino adopted the euro on January 1, 2002, under a monetary agreement with the EU — not as a member state, but as a microstate with an existing currency relationship with Italy. This commemorative was issued to mark that transition, the same year the republic struck its first circulation euro coinage. San Marino's sovereign mint rights, negotiated separately from the broader eurozone framework, allow it to issue collector coins that are legal tender but never intended to leave collections.
