Issued to mark the 400th anniversary of the University of Malta, which was founded in 1592 by the Knights of St. John as the Collegium Melitense — a Jesuit institution that was suppressed, refounded, and renamed several times before achieving university status. The 2019 date aligns with the formal granting of its original charter, though the institution's continuity through Hospitaller rule, French occupation, and British colonial administration makes the founding date itself a matter of some historical negotiation.
