Obverse description Architectural elements of the Palazzo Spada in Rome, the historic seat of the Italian Council of State, are depicted in the central field. Above the principal motif appears the monogram 'CS', serving as the official logo of the Council of State. The legend 'REPUBBLICA ITALIANA' is inscribed along the lower portion of the field, accompanied by the engraver's initial 'm'.

Reverse description A perspective rendering of the celebrated colonnaded gallery designed by Francesco Borromini, housed within the Palazzo Spada in Rome, occupies the central field. The colonnade is renowned for its striking forced-perspective optical illusion, creating the impression of a much greater depth than physically exists. The commemorative anniversary years '1831' and '2011' flank the architectural motif at either side. Below the central design, the denomination '5 EURO' and the mint mark 'R' are inscribed, along with the legend 'CONSIGLIO DI STATO' arching above.
