The 2004 issue marks the fiftieth anniversary of the Charter for the Kingdom of the Netherlands, the statute that restructured the relationship between the Netherlands, the Netherlands Antilles, and Suriname following decolonization pressure after World War II. Signed on December 15, 1954, the Charter dissolved the colonial framework and replaced it with a nominal partnership of equal autonomous countries — a political compromise that satisfied few and was gradually unwound over subsequent decades as the Antilles fragmented and Suriname departed entirely in 1975.
The Royal Dutch Mint struck this as a collector issue rather than a circulation piece, which accounts for its survival rate in pristine condition.
